Allow the Lord's day (dance 6) shine in

Interesting and interesting-er, what has been unfolding in Alberta's electricity marketplace. Apparently endmost remarks on the previous post almost which power found was next in line to fall were prescient.

The 400-megawatt Sundance 6 coal-fired unit went offline at one a.m. Thursday March 1, and a couple of hours later, a cake for 370 MW was offered into the merit club. At $979 per megawatt hour.

The average pool price for Thursday rose to $483.88 per MWh – that is the average, remember – on the outage, from $27.43 per MWh on Wednesday.

And yet in that location saturday those 370 MW in the merit gild, waiting to be dispatched.

At that place are just iii coal-fired generating units in the province currently capable of offering that corporeality of power since all the other units are running almost chapters: Keephills units 2 and iii, and Sundance vi. Keep ii has been offline for maintenance since Jan, Keep iii tripping on and off since last calendar week.

Which leaves Sun vi – and a flood of questions from irate followers of Alberta's ability marketplace near economic witholding and the Market place Surveillance Administrator'southward offer behaviour enforcement guidelines.

Co-ordinate to the rules, the reason for a unit going offline is fabricated public – half-dozen months afterwards.

"Is this what we intended to exercise with this market," queried Sheldon Fulton, former head of the Industrial Ability Consumers Association of Alberta. "Taking a whole unit out, well, if information technology is legitimate, then every Albertan should know well-nigh it."

"Y'all must find it interesting that the market place rules to inspire competition among the participants have them all offering upward their megawatts near the toll cap together," wrote in another plugged-in consumer. "So much for competition."

And where is all the natural gas-fired generation that tin exist flicked on within minutes, because the margins when the fuel is cheaper than a Tim Horton'southward double double?

"Nosotros have $1.75 gas and gas units are non running, nosotros take perfectly healthy units that are existence shut off to cause high prices, this is non what deregulation intended," protested some other frustrated industry insider. "If (generators) and the MSA believe that it's within the rules to have plants offline on common cold days, in the very least the public has the right to weight in on their opinion."

The MSA, which tracks marketplace moves and shimmies, has been alerted to this week's interesting behaviour in the power puddle. The watchdog too volition be reporting in March nearly the TransAlta Corp. price manipulation issue of 2010.

And next week Albertans could be hearing from the provincial authorities most a review of the regulated rate option for power, which is based on the hourly pool price average (simplified version). Wonder what volition be said on all accounts.
